Police are investigating after a small doll-like figure was found hanging by a noose on the side of a little free library in Rogers Park on March 11. The incident occurred at the 1800 Block of West Morse Avenue, where the object, made of black cloth and suspended by a white string, appeared early Monday. By Tuesday, the figure was no longer present.
The police department said Tuesday that an investigation is underway. A video showing the hanging figure was posted to a neighborhood Facebook page, prompting neighbors to quickly condemn it as a racist display. One neighbor commented, “It is unfortunate because usually there are children’s books and toys set in there when I walk my dog,” referring to the library installed along the block’s parkway.
Other community members suggested alternative explanations for the display, including that it may have been intended as a decoration or related to witchcraft or voodoo practices.
Alderman Maria Hadden (49th), who represents the area, addressed the incident in a statement: “Our office is deeply disturbed by this. We categorically condemn this incident and remain committed to fostering an inclusive and diverse community, one that Rogers Park has always been known for.”
Hadden’s office also reported the matter to the Chicago Commission on Human Relations, which enforces the city’s Human Rights Ordinance.
The investigation continues as authorities seek more information about who placed the figure and their intent.
